MEMORANDUM AND ORDER
BLOCK, Senior District Judge:
Howard Henderson, who is black, is a former probationary officer with the New York City Police Department (“NYPD”). Claiming that he was the victim of unlawful race discrimination and retaliation, he sues the City of New York (“the City”) and a number of NYPD officials.1 His complaint is brought under Title VII of the Civil Rights Act of 1964; 42 U.S.C. §§ 1981, 1983, 1985(3) and 1986; the New York State Human Rights Law (“NYSHRL”); and the New York City Human Rights Law (“NYCHRL”).
