Petitioner seeks judicial review of an order 1 dismissing him as a student from the Oregon Health Sciences University School of Dentistry. The faculty’s decision to dismiss petitioner for “lack of professional skills development and lack of adequate clinical performance” constitutes a discretionary action that revokes a student’s privilege to attend the university and is therefore a “contested case” under ORS 183.310(2)(a)(B). 2 Patton v.
