Petitioner was expelled from Portland State University for violating the school’s Student Code of Conduct and Responsibility (Student Conduct Code). See former OAR 577-031-0125 to 577-031-0148 (Sept 28, 2009).1 He seeks judicial review of the order that expelled him, contending that the expulsion proceedings were legally deficient.
