The appellants (Firefighters) in this case are a group of 98 Omaha firefighters who contend that the January 1, 1998, merger of the Millard Suburban Fire Protection District (Millard) with the Omaha Fire Department (Omaha) triggered Omaha Mun. Code, ch. 23, art. III, § 23-148 (1980), so as to entitle them to a pay increase. Thus, in this action, the Firefighters are suing for equitable relief to collect the backpay they claim to be owed.
