hi respectfully dissent from the majority opinion. Regarding the statements made by the DOI defendants, I find that they *249are capable of a defamatory meaning. Further, I find that the circumstances surrounding these statements occasion a qualified privilege, as these statements report on a matter of public concern (“public concern qualified privilege”).
