OPINION
CLARKSON S. FISHER, Chief District Judge.
These consolidated cases bring under attack the constitutionality of P.L. 1982, c. 1, *980which creates districts for the election of United States representatives from New Jersey. Plaintiffs are concerned citizens, representatives of interested groups, incumbent Republican members of Congress, and other individuals with various interests. The defendants are the Governor, Attorney General and Secretary of State of New Jersey.
