MEMORANDUM OPINION

Plaintiff Demetri Easter (“Mr.Easter”) brings this action against the District of Columbia (“the District”) alleging violations of the Individuals with Disabilities Education Act (“IDEA”), 20 U.S.C. § 1400 et seq., and Section 504 of the Rehabilitation Act, 29 U.S.C. § 794(a). On December 5, 2014, the District moved for partial dismissal of the complaint. On January 22, 2015, Mr. Easter moved to amend the complaint.
