GINSBURG, Circuit Judge:

This is an appeal from a March 25, 1981, district court order denying the application of the Federal Trade Commission (FTC) for a preliminary injunction to block a proposed merger involving Menasha Corp. and Wey-erhaeuser Co. The FTC’s initial review suggested that the effect of the proposed transaction might be “substantially to lessen competition in the production of corrugating medium in the West Coast region, in violation of Section 7 of the Clayton Act, 15 U.S.C. § 18, and Section 5 of the [Federal Trade Commission (FTC)] Act, 15 U.S.C. § 45.” Complaint at 6.…
