App. 1991), reversing a judgment of the Circuit Court for Manitowoc County, Timothy M. Van Akkeren, circuit judge, which found that the Manitowoc county sheriff was not bound by a collective bargaining agreement when he placed a deputy in a position involving undercover drug investigation.
