In November 2002, the juvenile division of the circuit court of Newton County, Missouri, entered a judgment terminating the parental rights of Gloria 0. (“Mother”) and Ray 0. (“Father”) with respect to their two minor daughters, P.L.O. and S.K.O. Mother appealed. The Supreme Court of Missouri affirmed the judgment and remanded the case “for assessment of attorneys’ fees and costs under section 211.462.4.”1 In re P.L.O., 131 S.W.3d 782, 792 (Mo. banc 2004).
