This matter is a petition for review filed by Discovery Charter School (Discovery) appealing an order of the State Charter School Appeal Board (Board) that dismissed for lack of jurisdiction Discovery’s appeal from the refusal of the School Reform Commission (SRC)1 and the School District of Philadelphia (collectively, School District) to act on Discovery’s request for amendment of its charter.
