I agree that the order of the court below should be affirmed. I do not agree with all that is said in the majority opinion, or that it is necessary to say it. Furthermore, I am not in accord with the conclusion that this appeal should be certified to the Supreme Court. See my dissent in Piestrak Unemployment Compensation Case, 193 Pa.
