JOHNSON, Senior District Judge:

On January 11, 2015, an individual (“Cooperator”) was stopped at John F. Kennedy International Airport (“JFK”) after arriving on a flight from Casablanca, Morocco. The Cooperator was found to have over six kilograms of heroin in his suitcase.
