This case arises out of the tragic and fatal shooting of Robert Russ, a 22-year-old student at Northwestern University, by Chicago police officer Van B. Watts. The issue before us is whether the United States Constitution, through the federal civil rights statute 42 U.S.C. § 1983, provides Russ’s parents with a cause of action for the loss of the society and companionship of their son. That question leads us to revisit our decision in Bell v. City of Milwaukee, 746 F.2d 1205 (7th Cir.1984), in which we held that a parent’s constitutional liberty interest in his relationship…
