All of the litigants to this dispute live on Hill Island in the Susquehanna River. The island houses few permanent residents, is largely recreational, and has gained a reputation for the occupants’ somewhat riotous behavior. 1 Vacationers and residents alike ride motorcycles and all-terrain vehicles over the mountainous land.
