Introduction

This is an appeal by Robert C. Cozens, Director of the Department of Motor Vehicles, and the Department of Motor Vehicles, State of California (hereinafter collectively referred to as DMV), from a judgment granting the issuance of a peremptory writ of mandate by the superior court.
