Plaintiffs are a class of prisoners with serious mental disorders confined in the California Department of Corrections and Rehabilitation (“CDCR”). In 1995, this court found defendants in violation of their Eighth Amendment obligation to provide class members with access to adequate mental health care. Coleman v. Wilson, 912 F.Supp. 1282 (E.D.Cal.1995).
