MEMORANDUM-DECISION AND ORDER
MUNSON, Chief Judge.
This is an action commenced under 42 U.S.C. § 1983 that presents a variety of constitutional challenges to a New York statute governing the minimum standard of instruction that must be provided to minors between the ages of six and sixteen who are taught outside of the public schools of the cities and districts of the state. This case involves the practice of “homeschooling,” or the instruction of children at home by their parents or other private instructors.
