The defendants, International Finance Corporation (“IFC”) and Corporación An-dina de Fomento (“CAF”), are international organizations that entered into two separate loan agreements with the plaintiff, Concesionaria DHM, S.A. (“DHM”), to provide partial financing for the plaintiffs toll road construction project in Ecuador.
