Plaintiffs Barbara Finch, Carol Jordan and Barbara Ortiz, on their own behalf and on behalf of all others similarly situated,1 allege that their rights under the Ninth and Fourteenth Amendments of the United States Constitution were violated.2 In particular, plaintiffs claim that they were adversely affected by inordinate delays in the scheduling of administrative hearings in which they challenged their listing as subjects of “indicated” reports of child abuse/maltreatment in the Statewide Central Register of Child Abuse and Maltreatment (“SCR” or…
