The Honorable Bernard J. Goodheart, representing himself, an association, and five other judges of the common pleas court (petitioners) have filed a petition for review in the nature of a complaint in mandamus and for a declaratory judgment. Petitioners ask this Court to declare unconstitutional those portions of the State Employees’ Retirement Code of 1974, 71 Pa. C.
