I am writing in response to your request for an opinion on several questions concerning the Helena-West Helena Phillips County Port Authority ("Authority"). Specifically, you note that the Authority was established under A.C.A. §§ 14-185-101—137 (Repl. 1998), which is entitled the "Metropolitan Port Authority Act of 1961."
