Mr. Justice Maxey :

To arrive at a just conclusion in this case, we should begin with the following facts: (1) The City of Scranton was not the guarantor of plaintiffs’ improvement bonds. (2) These bonds were not general obligations of the city; their payment had no security except abutting properties against which liens had been filed. (3) These bonds were payable “within five years from that date,” i. e., the holders of the bonds could not exact or demand payment of them until December 10,1933.
