Proceeding pursuant to CPLR article 78 (transferred to this court by order of the Supreme Court at Special Term, entered in Ulster County) to review a fair hearing determination of the Commissioner of the New York State Department of Social Services which discontinued a grant of Aid to Families with Dependent Children (AFDC) to petitioner and her infant child. Petitioner Grace Powell and her minor child, Justin, were in receipt of AFDC from the Columbia County Department of Social Services.
