TOAL, Justice:

In this application for post-conviction relief (“PCR”), the PCR court granted the applicant a new trial, finding ineffective assistance of counsel. We reverse.

On the morning of October 30, 1991, Charleston detectives Vanhorn and Warren followed a woman named Kerri Johnson to the Amtrak station in North Charleston.
