Landowner and relator, Bruce Koewing, appeals from dismissal of his “Petition for Writ of Certiorari” filed on May 30, 1989, *875to avoid a decision of the Franklin County Board of Zoning Adjustment which denied his real estate the status of a non-conforming use. The court sustained respondent’s motion to dismiss “for failure to file appeal within time.” The motion alleged: (1) the “Board of Zoning Adjustment Certification of Decision” was mailed to landowner on April 26, 1989; (2) § 536.110.1 RSMo 1986 requires a petition for review to be filed within thirty days after the mailing;…
