ESCHBACH, Circuit Judge.

The United States brought a petition in federal district court on behalf of the Regional Director of the National Labor Relations Board (collectively “the Director”) requesting injunctive relief and a bargaining order pursuant to § 10(j) of the National Labor Relations Act, 29 U.S.C. § 160(j) (hereinafter “the Act”). In support of the petition, the Director presented evidence that the employer threatened plant closure, interrogated employees regarding union activity, solicited employees’ grievances, remedied employees’ grievances, and fired union organizers.
