SHANNON, Justice.

Tom C. Frost, Jr. appeals from the judgment of the district court of Travis County affirming an order of the Public Utility Commission granting an amended certificate of convenience and necessity to the Lower Colorado River Authority (LCRA) for a transmission line. This Court will affirm the judgment.
