Appellants, Terrence L. Kubicek; Homestead Reliance, Inc.; Malone Neighborhood Association, Inc.; and One Community Alliance, filed this suit seeking a preliminary injunction, declaratory relief, and a writ of mandamus against appellees, the City of Lincoln, Nebraska; Board of Regents of the University of Nebraska; and the Lower Platte South Natural Resources District.
