This vendor-payment action, filed under section 11 — 13 of the Public Aid Code (Ill. Rev. Stat., ch. 23, par. 11 — 13), is before the Court on Respondent’s motion for summary judgment, made pursuant to section 2— 1005(b) of the Code of Civil Procedure (Ill. Rev. Stat., ch. 110, par. 2 — 1005(b)).
