OPINION
CAPPY, Justice.
The issue with which we are presented in this matter is whether the Philadelphia County Office of Mental Health/Mental Retardation (“MH/MR”) had standing to contest a mental health hearing officer’s decision to discharge a mental patient from involuntary commitment. We hold that MH7MR does have standing, and therefore reverse the Superior Court’s order quashing MH/MR’s appeal.
