MEMORANDUM OPINION

In the present action, sixteen Plaintiffs bring claims against the District of Columbia and five officers (Edwin Espinosa, Jason Newman, Anthony Campanale, Andre Parker and Faraz Khan) of the District of Columbia Metropolitan Police Department (“MFD”). (Doc. 1, Compl. ¶¶ 19-24.)
