A complaint was filed in the Circuit Court of Cook county by the plaintiffs, as taxpayers, against the City of Chicago and certain of its officers, and GrafeCallahan Construction Company, Tecon Corporation, Mittry Constructors and Johnson, Drake & Piper, Inc.
