Plaintiff, The People of the State of Illinois, here appeal from a judgment of the circuit court of Cook County, dismissing an information in the nature of quo warranto, brought by Benjamin S. Adamowski, State’s Attorney of Cook County. The information challenged the validity and constitutionality of amendments to section 9 of “An Act to create sanitary districts and to remove obstructions in the DesPlaines and Illinois rivers,” providing for the establishment of a corporate working cash fund and a construction working cash fund by the issuance of bonds without referendum.
