On December 10, 1968, the Vermilion County Conservation District (hereafter, the “District”) adopted an ordinance providing for the issuance by it of general obligation bonds in the principal amount of $1,500,000. The issue’s purpose was to finance the acquisition for public benefit of certain real property, under a program designed to conserve the natural resources of the Vermilion River basin.
