This matter is before the court upon the motion for summary judgment by defendants City of Lino Lakes, Minnesota (the City), Timothy Noll, Christopher Bragelan,1 Mitchell Demars, William Hammes, Tanya Tamm, Adam Halverson, Wayne Wegener and Joel Martin (collectively, defendants).2 Based on a review of the file, *1022record and proceedings herein, and for the following reasons, the court grants the motion.
