This case is before us on appeal from the circuit court of Cook County which held unconstitutional certain 1957 amendments to section 1 of the Retailers’ Occupation Tax Act (111. Rev. Stat. 1957, chap. 120, par. 440) and section 2 of the Use Tax Act (111. Rev.
