MEMORANDUM OPINION
ELLIS, District Judge.
This contract dispute grows out of a construction project at Washington Dulles International Airport (“The Airport”). The general contractor, San Jose Construction Group, Inc. (“San Jose”) sues the Airport operator and manager, Metrópoli tan Washington Airport Authority (“MWAA”), for breach of contract. Although the contract claims are state law claims, San Jose asserts that there is a sufficient federal interest present in this case to warrant federal question jurisdiction.
