The petitioner, Angela Y. Smith, has filed a petition for a writ of certiorari1 seeking reversal of a decision of the Court of Claims for the State of West Virginia denying her compensation for unpaid student loans owed by her deceased son, Donte Newsome, a college student who was an innocent victim of murder.
