Hechavarria, has been detained by the United States Department of Homeland Security, Immigration and Customs Enforcement ("DHS") since July 11, 2013-for five-and-a-half years-pending a final determination regarding his removal. On November 2, 2018, this Court ordered the respondents to "release Hechavarria from detention unless a neutral [decisionmaker] conducts an individualized hearing to determine whether his continued detention is justified."
