JOINER, District Judge.

Defendant, Ekco Housewares, Inc., appeals a $4,606,000 civil penalty imposed under the Resource Conservation Recovery Act, 42 U.S,C. §§ 6901-6987. The district court found that Ekco had violated federal regulations and a consent order in failing to provide documentation of its financial responsibility pending closure of a hazardous waste site. The court assessed a fine of $1000 per day for each of the violations.
