EDWARD WEINFELD, District Judge.

Plaintiff, Mahmoud Fustok, a citizen of Saudi Arabia and a resident of London, England, commenced this action against other foreign citizens and nonresidents charging them with having defrauded him of $250,000,000 in connection with transactions in the trading of silver futures contracts and deliveries of physical silver.
