Plaintiff Longinus Agor brings this action, pursuant to the Administrative Procedure Act (“APA”), 5 U.S.C. § 701 et seq., against the United States Department of Homeland Security (“DHS”), Loretta Lynch, Attorney General of the United States, and Preet Bharara, United States Attorney for the Southern District of New York.1 (Dkt.
