SYNOPSIS

With almost unanimous approval, the Fourth State Legislature of the State of Hawaii passed a new law relating to “Mental Health, Mental Illness, Drug Addiction and Alcoholism.” Act 259, Session Laws of 1967, effective January 1, 1968, adopted the “medical model” and repealed the “legal model” in dealing with persons who behave differently than their peers because of some mental disorder or because of the intake of drugs or alcohol. It was hailed as a progressive and liberal piece of legislation. 1
