This appeal concerns the methodology used to calculate the per diem reimbursement allowance to nursing-home operators for services provided to patients who are eligible for benefits under the Medicaid program (established by Title XIX of the Social Security Act, see generally 42 U.S.C. § 1396 et seq.). As wé noted in Hartford Healthcare, Inc. v.
