The Community of Cambridge Environmental Health and Development Group, the Vestry of Christ Episcopal Church, and 27 individuals (collectively, the “Plaintiffs”) have brought a citizens suit under Section 505 of the Clean Water Act (the “CWA”), as amended, 33 U.S.C. § 1365, against the City of Cambridge, its.
