I. BACKGROUND
Appellant Alnor Check Cashing Company negotiates third party checks in exchange for a service fee. On or before, December 19, 1991, Jeff Katz cashed a United States Trea sury check in the amount of $9,390.90 at Alnor. The cheek had been issued on November 29, 1991, and was written to the payee as follows:
