MEMORANDUM OPINION AND ORDER
I. INTRODUCTION
This matter is before the Court on a motion to dissolve a temporary restraining order entered against defendant on March 25, 1987. The Court is called upon to decide two primary issues: 1) whether the order violates 16 V.I.C. § 98 and/or Fed. R. Civ. P. Rule 65; and 2) whether 16 V.I.C. § 98 violates the Fourth, Sixth and Fourteenth Amendments of the United States Constitution. For the reasons mentioned below, this Court concludes that the temporary restraining order is not statutorily defective, and that 16 V.I.C § 98 is not constitutionally infirm.…
