Appeal from a judgment of the Supreme Court (Canfield, J.), entered May 27, 1998 in Albany County, which dismissed petitioner’s application, in a proceeding pursuant to CPLR article 78, to review a determination of respondent Board of Education for the Chittenango School District denying petitioner’s request for retroactive membership in respondent New York State Teachers’ Retirement System.
