MEMORANDUM OPINION

In this proceeding, the Court is confronted with serious questions relating to the administration and implementation of Section 232 of the Social Security Act of 1935, 42 U.S.C. §§ 301-1397e (“the Act”) as related to the computation of a taxpayer’s social security benefits.
